Default Dynamically control position of controls at run-time

I have a report which has multiple tables throughout. If the first table is
not populated with data, I would like to position the second table in its
place. I'm basically trying to get rid of white space. And setting the
ConsumeContainerWhiteSpace doesn't do any good.
