Tool for manage database users, groups and objects

Hello together

just with no effective result on my own search at google I'm just
asking the group for the following:

I'm in search for a software tool to manage, organize and show up the
given rights on a database and its objects.
The need is to find a tool which helps to handle a database with some
hundred of objects like tables, procedures, views, groups and so on.
What to care of are things like: Which user belongs to which groups,
which groups belong to which groups, which rights has group A on
database table B, which effective rights has user X through group Z on
table A and so on.

This can also be database-software independent, there is no real need
that you can, for example, create a real right construct out of this
on a sybase database, for example. Just only a tool to manage and keep
the control of the rights structure (but, if it can make a script that
generates to right's to sybase, would be nice, too).
It would be great if this tool can also handle multiple versions of
the database rights to picture up different states of version of
rights.

Has anyone seen a tool like that ? Any answer, maybe with link, would
be helpful!
